In each level, the robot needs to go and light up all the blue squares on the map, while avoiding obstacles, and using the mechanics of the world to achieve this goal, all the while you make all of the decisions of the robot's movements, as it is programmable, instead of being a self-sufficient AI.
That is why you have a table of movements you can make, like going in various directions, and when you're done setting up, you need to start the code and see if you can achieve your goal. If not, restart, think up a better logical architecture, and see if that one works.
